What This Role Is About
OpenGov is hiring an experienced Project Manager to own end-to-end software implementation engagements for government clients. Based onsite in Chicago, you'll carry a portfolio of concurrent deployments—each differing in complexity, scale, and client profile—while keeping internal delivery teams aligned and customer confidence intact. Day-to-day responsibilities move between strategic work (risk identification, methodology improvement, scoping) and tactical execution (timeline control, stakeholder updates, occasional on-site training). This position rewards someone equally comfortable making high-level judgment calls and grinding through the details of a tricky deployment.
About OpenGov
OpenGov builds enterprise software designed from the ground up for how U.S. governments actually operate—not private-sector tools repurposed for public agencies. Their integrated platform covers financial management, procurement, permitting, asset tracking, and public transparency reporting, now consolidated into a single ERP offering. More than 2,000 jurisdictions—city halls, county governments, school districts, and state agencies—run critical operations on OpenGov's stack. With roughly 800 employees across offices in San Francisco, Chicago, Atlanta, Boston, and other cities, the company is actively weaving AI capabilities into its public-sector platform.
What You'll Own
- Define and control scope, schedules, and deliverables across a concurrent portfolio of customer deployments of varying size and complexity
- Act as the primary point of contact for all project implementation activity with assigned clients
- Maintain delivery command both internally and externally, coordinating cross-functional teams alongside customer stakeholders
- Partner with internal groups to gather required documentation and set accurate, well-managed expectations on all sides
- Detect early risk signals and develop appropriate mitigation or escalation strategies before issues compound
- Contribute to the sales cycle as needed, including evaluating implementation approaches and drafting scoping plans
- Support Statement of Work development on an as-needed basis
- Travel occasionally to customer locations to conduct training sessions and deepen client relationships
- Help refine OpenGov's delivery methodology as the product portfolio continues to expand
Must-Have Qualifications
- Minimum 3 years of project management or equivalent experience specifically within a SaaS environment
- Genuine technical aptitude with software tools and solutions, including CRM and Professional Services platforms
- Strong analytical thinking, diligent process discipline, and a clear systems-level perspective
- Ability to synthesize granular project detail into a coherent big-picture view for diverse internal and external audiences
- Demonstrated initiative and adaptability in fast-changing product environments with evolving customer demands
- Proven track record managing complex, multi-stakeholder engagements with competing priorities
Strong Plus
- Familiarity with government budgeting concepts, public-sector financial workflows, or finance and budgeting software solutions
Skills Breakdown: Required vs. Preferred
The non-negotiable skill set is SaaS project management execution: scope control, risk management, multi-stakeholder communication, and hands-on proficiency with CRM and Professional Services tooling. Analytical rigor—translating project-level granularity into strategic clarity—is called out explicitly as a core requirement, not a soft preference. Government or public-finance domain knowledge is the meaningful differentiator on the nice-to-have side; candidates without it are not excluded, but those who bring it gain a real edge in client conversations. At the III level, OpenGov expects autonomous management of a complex, concurrent workload without close supervision.
